OPERATIONS SUPPORT ENGINEER

BASIC FUNCTION

Accepts responsibility as a member of the Operations team to provide day-to-day technical unit support as directed by the Operations Excellence Manager and Area Superintendents.

That support includes but is not limited to Leader Standard Work such as:

· Updating Unit Performance Boards and Leading Daily Unit (Tier 2) Meetings

o Ownership of tracking and completing the resulting short-term action items.

o Communicating long-term action items and opportunities to Process Engineering.

o Leading Root Cause Problem Solving (RCPS) for short-term operational issues and documenting learning for knowledge retention.

· Informing the Area Superintendent (AS) and Operations Maintenance Coordinator (OMC) of declining Asset Health performance (as related to both product quality and OEE) with expected time frame for required action.

· Leading periodic Management of Change (MOC) review meetings whereby new non-Capital Project MOCs are created and/or outstanding MOC actions are reviewed by a team.

· Leading periodic Incident Investigation Open Action review meetings to ensure owners of actions are acting with suitable urgency.

· Creating Process Scope and Design Books as assigned to support unit modifications executed outside of the normal Capital Project system. Ensuring that MOCs and Pre-Startup Safety Reviews (PSSRs) are followed with the spirit of intent for these projects.

· Participating in Continual Improvement efforts by identifying opportunities, facilitating teams, and/or participating as a team member.

· Communicating recurring rotating equipment failures to Maintenance Reliability for RCPS.

· Communicating in a timely manner updates for any high priority tasks assigned.

· Supporting Turnaround activities as assigned.

STATISTICS

The Operations Support Engineer may support any production unit as assigned. 

RELATIONSHIPS

The Ops. Support Engineer reports directly to the Operations Excellence Manager.  Engineers will also take interim direction from the Area Superintendents of the operating units they are supporting. A high degree of interaction with Shift Foremen, Senior Technicians, and Technicians will be required to ensure technical solutions are tempered with operational experience and practicality. The Operations Support Engineer will also communicate with both the Maintenance Zone Engineers and OMCs as required to ensure critical maintenance tasks are on schedule and have proper visibility within the organization. 

KNOW-HOW

This position requires a Bachelor of Science in Engineering from an accredited university. It is preferred that the incumbent have an understanding of and experience with the Project Scope definition and MOC processes and associated databases. Training or experience with Lean Six Sigma would be beneficial in this role. A key attribute for success is a high degree of initiative and a willingness to be assertive using teams to solve technical problems while supporting Operations.

PROBLEM SOLVING

Incumbents will routinely use cause-and-effect diagrams, “5 Why’s”, Ease-Benefit matrices, and other quality tools with operations and maintenance personnel to increase operational understanding and solve problems. New knowledge will be documented for retention or be proceduralized if resulting in standardized routine actions. Critical thinking and working with teams is important for success.

ACCOUNTABILITY
